{"id":16015,"date":"2014-07-19T02:18:17","date_gmt":"2014-07-19T01:18:17","guid":{"rendered":"https:\/\/www.diaryofanadi.co.uk\/?p=16015"},"modified":"2014-07-19T02:18:17","modified_gmt":"2014-07-19T01:18:17","slug":"modernising-driver-training-consultation","status":"publish","type":"post","link":"https:\/\/diaryofanadi.co.uk\/?p=16015","title":{"rendered":"Modernising Driver Training Consultation"},"content":{"rendered":"<p>The DVSA has <a title=\"Modernising driver training - consultation results\" href=\"https:\/\/www.gov.uk\/government\/consultations\/modernising-driver-training\" target=\"_blank\" rel=\"noopener\">reported its findings<\/a> and conclusions following the consultation earlier this year into modernising driver training. The details of the outcome are as follows:<\/p>\n<blockquote>\n<p>The government introduced a <a href=\"https:\/\/www.gov.uk\/government\/news\/standards-check-new-grading-structure-to-be-simpler-and-clearer\" target=\"_blank\" rel=\"noopener\">simpler grading structure<\/a> for approved driving instructors (<abbr>ADIs<\/abbr>) on 7 April 2014.<\/p>\n<p>The government has also decided to:<\/p>\n<ul>\n<li>take steps to help <abbr>ADIs<\/abbr> publish and publicise their grade <\/li>\n<li>look at the options for replacing the <abbr>ADI<\/abbr> part 3 test with one that uses the same criteria and marking system as the <abbr>ADI<\/abbr> standards check <\/li>\n<li>continue to look at the possibilities of introducing a vocational qualification, while making sure that concerns raised can be addressed <\/li>\n<li>talk to the driver training industry about how we can best reform the trainee instructor licence <\/li>\n<li>start work on an online booking service for <abbr>ADI<\/abbr> standards checks <\/li>\n<li>consult separately about changing the <abbr>ADI<\/abbr> fee structure <\/li>\n<li>change the law so an <abbr>ADI<\/abbr> can ask for their name to be removed from the <abbr>ADI<\/abbr> register <\/li>\n<li>provide the option for an <abbr>ADI<\/abbr> to take an <abbr>ADI<\/abbr> standards check to renew a lapsed registration, after talking about the practical implications of this with the <abbr>ADI<\/abbr> national associations <\/li>\n<li>not pursue the introduction of fines (called \u2018civil sanctions\u2019) that the <abbr>ADI<\/abbr> Registrar could issue to <abbr>ADIs<\/abbr> for the time being <\/li>\n<\/ul>\n<\/blockquote>\n<p>The grading structure is obviously already implemented &#8211; apart from the information in the embedded link in the quoted text above, <a title=\"New Standards Check Grading Structure\" href=\"https:\/\/www.diaryofanadi.co.uk\/?p=15135\" target=\"_blank\" rel=\"noopener\">I wrote about it back in March<\/a>.<\/p>\n<p>Of those yet to be implemented, the wording of the first one is interesting. It\u2019s being interpreted ambiguously by many of the radical rabble-rousers out there. If you look at it objectively, what the DVSA is saying is that they will \u201chelp\u201d ADIs publish and publicise their grade. They don\u2019t actually say that they ARE going to publish them whether ADIs like it or not, yet it is that threat &#8211; which first surfaced several years ago &#8211; and I think it is that earlier proposition which prevents many of the radicals seeing this current statement for what it is.<\/p>\n<p>The second one is also interesting. Recently, some crackpot had concluded on a forum that I had declared somewhere that they had replaced the <a title=\"ADI Part 3 PST Marking Sheets\" href=\"https:\/\/www.diaryofanadi.co.uk\/?p=5072\" target=\"_blank\" rel=\"noopener\">PST marking sheets<\/a>. Actually, I had said nothing of the kind &#8211; what I <strong>had<\/strong> said was that in view of the changes to the Check Test, with it becoming the Standards Check and all, <a title=\"Client-Centred Learning (CCL)\" href=\"https:\/\/www.diaryofanadi.co.uk\/?p=10847\" target=\"_blank\" rel=\"noopener\">with the integration of CCL topics<\/a> within that I couldn\u2019t imagine that the Part 3 test would remain as it was. I simply pointed out that if the PST sheets changed, I would obtain copies and provide them for download. So I think this particular outcome vindicated my comments completely, though anyone with an ounce of common sense would have realised the Part 3 was going to have to change. Whether it does or not even after this is another matter &#8211; there\u2019s a General Election next year, and all of this may end up swept into the gutter.<\/p>\n<p>There\u2019s further talk of reforming the trainee (pink) licence. Previously, the talk was of <a title=\"PDI System to Change?\" href=\"https:\/\/www.diaryofanadi.co.uk\/?p=6541\" target=\"_blank\" rel=\"noopener\">getting rid of it completely<\/a>, though this has been scaled back to merely \u201cchanging\u201d it. It\u2019s still as far away from <a title=\"Despatch: November 2011\" href=\"https:\/\/www.diaryofanadi.co.uk\/?p=7257\" target=\"_blank\" rel=\"noopener\">actually changing as it was three years ago<\/a>. And as I say, there\u2019s an election next year.<\/p>\n<p>All the other stuff is fairly niche, and doesn\u2019t really affect most instructors (well, not unless they\u2019re fully paid-up unionistas, in which case every syllable and letter has to be nit-picked to death).<\/p>\n<p>On a different note, it\u2019s worth looking at some of the responses which are quoted verbatim in a separate document accessible from the findings link. Apart from the appalling typing, grammar, and spelling, I couldn\u2019t believe one response to the issue of vocational qualifications. The respondent has written just short of 6,000 words in his reply! Others have used the opportunity to have a go at the DSA\/DVSA. I love this one:<\/p>\n<blockquote>\n<p>The current system is useless<\/p>\n<\/blockquote>\n<p>Bless. I bet it took him all night to write that, and no doubt he had help! But it illustrates why the DVSA is sometimes reluctant to listen to \u201cthe industry\u201d or \u201cthe associations\u201d if this is the kind of input they\u2019re going to get. The current system <strong>isn\u2019t<\/strong> useless. It <strong>could<\/strong> be better, but no one knows how at the moment &#8211; after all, Mr \u201cthe current system is useless\u201d is typical of those who propose alternatives simply by virtue of opposing the current state of affairs.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The DVSA has reported its findings and conclusions following the consultation earlier this year into modernising driver training.
