Others stop for as little as 17 seconds. But only a small percentage (1%) of those caught bother to&#160;appeal.<\/p>\n<p>In one case, a car approached an entry way but had to move out of another vehicle&#8217;s way, wait for a pedestrian, then another car before going in &#8211; but he was still ticketed.<\/p>\n<p>It doesn&#8217;t say which councils the scam relates to &#8211; and it IS a scam, let&#8217;s not be in any doubt over that.
