I would imagine that the percentage using the actual \u201conline\u201d part is considerably less than the overall figure.<\/p>\n<p>Still, Mike Penning finds a totally positive spin for the situation, claiming that more motorists want to deal with the DVLA at a time and place to suit them.<\/p>\n<p>What exactly does he think they wanted previously? Or what does he think the other half want now?
